摘要
从海洋空间规划角度,渤海海上油气勘探开发存在的主要问题有:渤海近岸海域海洋油气勘查空间较小;红线区油气项目陷入续期、退出两难境地;近岸海陆交汇区域国土空间监管缺乏系统性;海洋生态红线对油气勘探开发活动兼容性较低。原因主要有:红线划定科学性不足,退出机制缺乏相关保障;大陆海岸线存在动态变化;生态保护与油气开发共存缺乏数据支撑;盈利本质决定了企业不愿在环保领域大力投入。建议:建立油气项目用海准入清单;建立“多规合一”的国土空间规划,推进陆海统筹;细化红线区管控措施,有条件允许油气勘探开发活动;加大科研攻关力度,实现开发与保护协调发展。
This paper starts from the perspective of marine spatial planning,it indicates that the main problems in offshore oil and gas exploration and development in the Bohai Sea are:less space for offshore oil and gas exploration in the offshore area of the Bohai Sea;oil and gas projects in the red line area face a dilemma of renewing and exiting;the space supervision of land-sea intersection region in the coastal areas lacks systematisms;marine ecological red line has low compatibility with oil and gas exploration and development activities.After analyzing,the main reasons are as follows:the red line delineation lacks scientific nature,besides,the exit mechanism lacks relevant guarantees;the continental coastline has dynamic changes;the coexistence of ecological protection and oil and gas exploration lacks the data support;the nature of profit determines that enterprises are reluctant to invest heavily in environmental protection.Finally,this paper proposes suggestions:establishing a sea access list for oil and gas projects;establishing a territory spatial plan of multi-planning united,also,promoting land and sea coordination;refining control measures of the red line area,conditionally allowing oil and gas exploration and development activities;increasing scientific research efforts to achieve coordinated development of exploration and protection.
