摘要
中国特色新型智库人才能力缺失,已成为阻碍中国特色新型智库发展的重要因素。以国内知名智库人才数据为样本,采用因子分析和聚类分析相结合的方法,提取中国特色新型智库人才能力评价指标,按照能力对中国特色新型智库人才进行分类和评价。结果表明,中国特色新型智库人才现状堪忧,同时具备学习能力、决策能力和交际能力的复合型人才严重匮乏。需要通过规范的智库人才引进流程、合理的智库人才考核机制、特色的智库“旋转门”机制以及灵活的团队建设等途径,加快中国特色新型智库人才的引进和培养。
The capability gap of new think tank talents with Chinese characteristics has hindered the development of talents in China.In this study,a sample is selected from a well-known database of think tank talents in China to extract and establish the indices of capacity evaluation by factor analysis and clustering analysis.Then classification and evaluation of talents can be conducted according to these indices.The results indicate that the current situation of new think tank talents with Chinese characteristics is not promising.There is a serious shortage of inter-disciplinary talents with learning ability,leadership and communicative skills.So,the introduction and training of new think tank talents with Chinese characteristics should be accelerated by several measures.
