摘要
文章分析了地方小交通的内涵 ,指出小交通具有以公路为主导、等级低、密度大、交通流量小、自由式道路多等特征。在大交通发达、乡镇合并和农村社会经济迅速发展的背景下 ,地方小交通具有互补大交通、促进城乡整合及拉动农村发展的重要功能。同时分析了江苏省地方交通的发展现状 ,指出了存在问题 ,然后针对不足 ,提出加强规划、建管养结合、适度超前、模式多样、系统协调等总体构建原则和地方公路及港口的具体布局设想 。
This paper analyses the connotation and the function of local lower communication. Then it points out that local lower communication has some characteristics: road being the leading factor; class being lower; density being big; traffic flow being small; freedom road being much, etc. At present, high_level transportation is flourishing, villages and towns are being amalgamated; rural social economy is developing quickly. Under this background, local lower communication can perform important function in mutual replenishing high_level transportation, in promoting villages being in conformity with towns, in promoting rural developing. At last, integrating the developing practice of Jiangsu province, and in viewing of the existing problems, this paper brings up the constructive principle of local lower communication: strengthen the planning; integrating construction, management and maintenance; catch up in moderate degree; diversify the developing model; coordinate the developing system. Also, the paper produces some ideas on locating the local road and local port to promote the sustainable development of local lower communication and the rural economy.
