摘要
笔者认为，未来农村城镇化的政策导向应当是降低农民进镇的门槛条件而非降低设镇的标准；农村城镇化的主旋律是小城镇升级；小城镇发展战略的实现需要一系列制度创新来保证；在小城镇开发建设中，要注意塑造和运用土地级差调节机制。
The policy of the rural urbanization should be directed towards briniging down the migration threshold of rural people to towns, not briniging down the standard of town development The main theme of the rural urbanization is the growth of the small towns, which need to be facilitated by a series of institution innovations to carry out the strategies.
