摘要
通过分析我国就业服务体系发展中存在的问题及其成因 ,结合当前政府、企业改革的发展趋势 ,提出大力发展公益性、非强制、非层级的非政府组织 (NGO)来克服政府失灵、市场失灵 ,从而建立一个完善、高效的就业服务体系 ,并在可行性。
The authors analyze the problems and reasons of employment service system in China with the trend of government and enterprise reforms, and put forward a new proposal, that is, to overcome the government and market failure in function and set up an employment service system which is perfect and efficient. Non government organizations(NGO) should be developed which are for social welfare, non compulsive and non hierarchy .The authors also offer specific assumptions in aspects of feasibility, organizational construction and organizational work
