摘要
中国政府的价格行政执法经历了两次质的变化,第一次随着市场经济的建立和发展而逐步实现;第二次随着加入世贸组织而正在进行。其中,后者对中国的价格行政执法的发展更具有根本性,在行政职能上,价格行政执法将由全能行政走向有限行政;在价格行政观念上,价格行政执法将由管理行政走向服务行政;在价格行政方式上,价格行政执法将由随意行政走向法治行政;在价格行政作风上,价格行政执法将由神秘行政走向透明行政。
There have been twice of quantitative changes on the administrative execution of price by China's government.For the first time it was carried out little by little with the establishment and development of the Market Economy while for the second time it is being on with China's entry into WTO.Relatively,the later change has worked more fundamentally on the development of China's administrative execution of price.By administrative functions,the administrative execution of price is changing from Omnipotent Administration to Limited Administration;by administrative concepts of price,it is changing from managerial administration to service administration;by administrative means of price,it is changing from Arbitrary Administration to Nomocracy Administration;and by administrative style of price,from Secret Administration to Transparent Administration.
