摘要
长期以来 ,科技投入尤其是政府投入的不足使我国高等学校科技活动重心下沉 ,重大科技成果贡献率下滑。要使高校真正成为我国科学技术先进生产力的重要基地 ,成为科技创新特别是基础研究的主力军 ,还必须建立“一套能够充分发挥社会主义集中力量办大事和社会主义市场经济体制这两种优势”的投入体制 ,进一步加大对高校的科技投入。
Science and technology is the symbol of advanced productive forces. Colleges and universities play the role of pushing it forward through providing intellectual and talents support. But due to the short of funds especially government's investment,colleges and universities in China couldn't fully act as the base of advanced productive forces. Since the mid of 90s,China government has inputted more investment into higher education and obtained good achievement. But the government still has much to do to enlarge the science and technology funds for colleges and universities to invest directly and make use of the market-oriented economics system.
