摘要
各地数据治理机构的组建方式和职能界定并没有统一的范式可循,通过梳理和比较,探究何种组建方式与职能界定更契合其使命,以期指导实践。全面梳理了全国220个已组建数据治理机构的地方政府的机构改革方案,归纳其组建方式;遵循扎根理论的研究规范,利用Nvivo12对119份有关其职能界定的质性资料逐级编码,提炼其核心职能。研究发现存在重新组建政府工作部门、原有职能部门加挂牌子、政府直属或部门下设事业单位三种组建方式,伴生的是其在行政权力、统筹能力等方面的差异;最终提炼出顶层设计、数据管理、数字经济、智慧城市、基础设施及其他六项职能,六项职能的履行效果关乎数据治理的成败。
There is no unified paradigm for the formation of the data governance institutions and the definition of their functions.By combing and comparing,it is necessary to explore what kind of formation methods and functions'definition are more in line with their missions,in order to guide practice.Comprehensively sorted out the institutional reform plans of 220 local governments that have established data governance institutions in our country,and summarized their formation methods;following the research norms of grounded theory,using Nvivo12 to encode 119 qualitative data on the definition of their functions,and refine their core functions.This study found that there are three ways: reorganize the government work department, add signage to the original functional department,establish a new institution under the government directly or the original functional department.The differences of formation methods also caused the difference in administrative power and overall planning ability.The final refinement are: top design management, digital economy,smart city,infrastructure and six other functions.The performance of these six functions is related to the success or failure of data governance.
