摘要
黄河重大控制性骨干工程事关治黄大局,其规划建设与运行管理实践不断推动对治黄认知的深化。结合黄河中游三门峡水库、小浪底水库工程规划建设背景、运行管理实践等情况,简要回顾黄河骨干水库工程由实践到认识、到再实践再认识的过程,以及贯穿其中的治河思想发展演变。基于新时代黄河治理面临的问题和挑战,提出了加快推进古贤骨干水库工程建设的治黄建议。
The Yellow River key reservoir projects bear on the big picture.The practices of planning,construction,operation and management of these key reservoir projects promote continually the deepening of the understanding of the governance of the Yellow River.Based on the planning and construction backgrounds of the Sanmenxia Reservoir and the Xiaolangdi Reservoir in the middle reaches of the Yellow River and their operation and management practices,this paper briefly reviewed the progress from practice to cognition to practice and cognition again,as well as the development and evolution of river harnessing thought through it.Based on the problems and challenges faced by the Yellow River management in the new era,this paper suggests to speed up the development of the Guxian key reservoir project.
