摘要
虽然政府采购作为需求侧创新政策工具在许多国家得到应用,但政府采购到底如何影响企业技术创新尚存争议,其作用机制也未得到实证检验。本文研究发现,从企业视角分析,政府采购应从企业获得的政府采购合同规模和政府采购方支持程度进行测量,企业获得的采购合同规模和企业获得的采购方支持程度对企业技术创新投入和产出具有显著正向促进作用,技术创新投入在其中发挥中介作用。
Although government procurement is applied as a demand-side innovation policy tool in many countries, there is still controversy about how government procurement affects enterprise technology innovation, and its mechanism of action has not been empirically tested. The research in this paper finds that from the perspective of enterprises, government procurement should measure the scale of government procurement contracts obtained by enterprises and the degree of support from government purchasers. The scale of procurement contracts obtained by enterprises and the degree of support from purchasers of enterprises are the input and output of technological innovation of enterprises. It has a significant positive promotion effect, and technological innovation investment plays a mediating role.
