摘要
条块分割是中国行政体制改革面临的核心顽疾之一,其本质是权力、责任与利益之间的分配问题。“横纵联动”基层政府治理体制强调以需求为导向的数据化变革推动基层政府治理理念的革新、政府职能转变以及权力运行机制的重塑。这一体制可以用“体制力量+资源支持+技术支撑”来概括,其特点为“纵向到底、横向到边、横纵联动、无缝对接”。其创新实践在于重构集中统一指挥体制以优化“条块”职能,重塑以责任为核心的基层政府治理体制,改变基层政府治理体制的治理单元属性,通过技术嵌入重塑权力运行机制和推动治理重心下移。
"The barriers between higher and lower levels or between different departments and regions"are one of the core stubborn disease in the administrative system reform of China.Its inherent problem is the distribution of power,responsibility and benefit."Horizontal and vertical linkage"governance system of grassroots governments is an integrated governance system and operation mechanism of"vertical to bottom,horizontal to edge,horizontal and vertical linkage and seamless connection".The key to break the governance dilemma lies in the realization of systematic and coordinated reform of grassroots governance system and mechanism through system design and technology innovation.The innovative practice of this governance system is to reconstruct the centralized and unified command system to optimize the function of"sections",reshape the grassroots government governance system with"responsibility"as the core,change the governance unit attributes of the grassroots government governance system,embed technology design to reshape the power operation mechanism and push the governance focus down.
