摘要 为进一步明确煤层气开发利用带来的影响,结合我国煤层气开发现状和环境影响特征,系统分析了实施《煤层气(煤矿瓦斯)开发利用“十三五”规划》带来的有利影响和不利影响。结果表明:加快煤层气开发利用,可优化我国能源结构,推进能源供给侧改革;可减少煤矿瓦斯事故,推进煤炭高效安全开采;可降低温室气体排放,改善和保护大气环境。针对煤层气开发环境保护方面存在的问题,建议加快煤层气开采环境管理机制体制研究,尽快出台相关管理政策;加强现状调查和基础研究,强化跟踪监测和全过程监管;加强科技支撑,发展煤层气环保产业。 To further clarify the environmental impact of coalbed methane (CBM) development and utilization, the advantageous and adverse effects with the implementation of “China's National 13^th Five-Year Plan for CBM (coal mine gas) Development and Utilization” were system at iely examined, according to the present status and environment-related characteristics of CBM development. The result revealed that speeding up the development and utilization of CBM has great significance, such as optimizing China's energy structure, promoting energy supply-side reformation;decreasing the accidents in coal mine gas, implementing the high-efficiency and safe mining of coal;reducing greenhouse gas emission and protecting air environment. And we proposed the following suggestions on environmental protection of CBM development, mainly include accelerating study on the environmental management system, promulgating management policy as quickly;enhancing the status investigation and basic research, strengthening the tracing monitoring and whole process supervision;reinforcing science and technology support , and developing the environmental industry with CBM.
