摘要
利用统计自然语言处理和统计学的相关技术和方法,对中国铁路总公司第1版《铁路技术管理规程》(简称《技规》)普速铁路部分和高速铁路部分中的岗位工种、移动装备、固定设施、严格程度词以及共词现象进行定量分析,揭示其中的差异和存在的个别问题;构建《技规》条款适应性评判模型,设计开发《技规》知识管理系统,建立《技规》条款与条文说明、问题库、事故案例库等数据间的关联关系,利用统计方法定量分析《技规》条款的适应性。定量分析的结果对提升《技规》的管理水平及制修订质量具有重要作用和意义。
Making use of the statistical natural language processing and relevant statistical technologies and methods, this paper makes a quantitative analysis of job types, mobile equipment, fixed facility, strict degree words and co-word phenomena in conventional railway and high speed railway parts of Technical Management Regulations for Railway (referred to as Technical Regulations) of CHINA RAILWAY’s 1st edition. It reveals the differences and individual problems in the quantitative analysis, constructs a model for judging the adaptability of the provisions of the Technical Regulations, designs and develops the knowledge management system of the Technical Regulations, and establish the relationship between the provisions of the Technical Regulations and the data such as the description of the provisions, the database of problems and the database of accident cases, and makes the quantitative analysis of the adaptability for the provisions of the Technical Regulations in statistical methods. The results of quantitative analysis play an important role in improving the management level and the development and revision quality of Technical Regulations.
