摘要
美军根据其可能面临的和平时期军事介入、有限干预、和平行动、非正规作战和大规模作战行动五个行动主题,按照分析作战形势、确定训练标准、制定训练计划、评估训练成果和组织再训练的程序组织其模块化部队的训练管理,进行了有效的全频谱行动训练,满足模块化部队实施全频谱行动的要求。借鉴美国陆军训练质量管理的有益经验,引入PDCA训练质量管理方法,从实战化设置训练大纲、科学编制训练计划、严格组织训练实施、客观评估训练效果并组织再训练等方面构建训练质量持续改进模型,不断提高实战化军事训练水平。
Based on military intervention,limited intervention,peace operation,informal operations and large-scale combat operations which the US Army may face in peacetime,US Army analyzed operational situations,determined training standards,developed training plans,evaluated training outcomes,and organized retraining procedures.Then the US Army carried out effective full spectrum action training and met the requirements of modular forces to implement full spectrum operations.Learning from the useful experience of the US Army training quality management,Chinese Military can construct a training quality continuous improvement model and constantly improve the actual military level by introducing PDCA training quality management method,setting up training outline from actual combat,compiling training plan scientifically,organizing training strictly,evaluating the training effect objectively and organizing retraining.
