摘要
距今为止,日本已在探索国家公园建设之路上走了150年,并建成了当今世界上独树一帜的国家公园体系,系统梳理日本国家公园体制发展经验,对我国生态文明建设具有重要的启示作用。研究将日本国家公园体制发展过程梳理为七个重要时期,从组成、数量、土地产权三个方面剖析其体系构成,简要概述其分区规划与事业规划的应用,并介绍了国家公园管理机构与管理队伍,从而提供可借鉴的日本国家公园建设经验,以加快国家公园立法、注重多样性保护、注重利益相关者治理和启用志愿者制度。
Japan has been exploring the construction of national parks for 150 years,and has built a unique national park system in the world.Systematically combing the development experience of Japanese national park system has an important enlightening effect on the construction of ecological civilization in China.This paper expounds seven important periods of the development process of Japanese National Park system,analyzes its system structure from three aspects of composition,quantity and land property right,and briefly summarizes the application of its zoning planning and career planning.It also introduces the national park management organization and management team so as to provide China with Japanese national park construction experience which can be used to speed up the national park legislation,pay attention to the protection of diversity,governance of stakeholders,and volunteer system.
