摘要
公共文化的功能及其主要实现载体——公共文化服务,是一项致力于发挥文化的公共职能、由多方主体共同参与的制度实践。它应针对政府在制定和推行制度过程中的职责和操作模式,居民的参与需求和参与类型,以及文化组织在供给过程中的体制约束和发展困境,来找到导致其构建困境的症结与根源,进而有的放矢的制定措施以展开有效的治理行动,以突破政府本位思维和单纯依靠制度推进的行政惯习,真正把握这项服务在其真实运行情境中的动态演进规律。而以一种"自下而上"与"自上而下"相结合的新视角来重新审视多元主体的行动策略和逻辑所彰显的价值诉求,据此采取对策实现多元主体协同共治,能让治理行动在不同层面更好地发挥其应有功能。
Public cultural services , as the function and the main realization carrier of public culture , is an institutional practice which is dedicated to the public function of culture and the participation of multiple parties. It should aim at the governments responsibilities and operation modes in the process of formulating and implementing system , the residents' participation obstacles and influencing factors, as well as the inst让utional constraints, development dilemmas and action strategies of cultural organizations in the process of supply , so as to find out the crucial reasons and root causes , establish targeted measures to carry out effective governance actions , break through the government - based thinking and the administrative habits of simply relying on the system to promote , and truly grasp the dynamic evolution law of this service in its real operating situations. This requires a new perspective combining " from bottom to top" and " from top to bottom" to re - examine the value appeals of the plural subjectszaction strategies and logic , and take countermeasures to realize cooperative governance of plural subjects in view of the above, so that the governance actions can play their due functions at different levels.
