社会力量是图书馆建设的辅助力量。当地文化部门以外的政府机关、公办/民营企业、各种社会团体(政协、文联、妇联、共青团、慈善协会等)和事业单位、当地名人、居住在外地的本地籍人士,是当地图书馆建设的补充性资源。中央有关部门、企事业单位、群众团体、非政府组织与个人,经常性地向偏、远、少、穷地区的基层村寨和学校捐书建馆,这种自发性的援助是能动性社会资源。
