摘要
基于陕西省300份农户的实地调研数据,利用二元Logit模型探讨林业科技服务对农户经营林下经济的影响,并通过调节效应检验林区基础设施建设对林业科技服务的调节作用。结果表明:林业科技服务的吻合程度对农户经营林下经济有直接的积极影响,林业科技服务是促进农户从事林下经济的重要因素;会议宣讲和现场指导的林业科技服务两种培训方式对农户参与林下经济经营行为均有促进作用;林区基础设施条件与林业科技服务在影响农户经营林下经济行为的过程中存在调节效应。因此,应反思基层林业科技服务的方式方法,提高服务的针对性和实用性,并将其与完善林业配套基础设施有机结合起来。
Background--China s economy relying on forest is at an early stage of development,showing a rapid growth trend.The economy relying on forest can promote the“short-term growth of forests”and realize the organic integration of ecological forestry and people s forestry,which has become the focus of forestry economic development in China s forestry ecological construction period.However,the development of economy relying on forest is constrained by many aspects,which makes farmers hesitate to develop economy relying on forest.Therefore,the public welfare forestry science and technology services provided by the government can reduce the uncertainty of farmers and improve their behavior of developing economy relying on forest.Methods--The data of this study are collected from the sample farmer survey of 300 farmers in Shaanxi province in the follow-up monitoring project team of the collective forest rights system reform in 2017.Whether the farmers develop the economy relying on forest is a binary choice behavior,so the binary Logit model is used to explore the impact of forestry science and technology services on farmers economy relying on forest,and further analyzes the moderating role of forestry infrastructure conditions and forestry science and technology services in the process of influencing farmers under-forest economic behavior.Results--The results show that the degree of coincidence of forestry science and technology services has a direct positive impact on farmers economy relying on forest.The impact coefficient is 0.3940,and it is significant at the statistical level of 10%,indicating that the higher the degree of supply-demand coincidence is,the more willing farmers are to develop the economy relying on forest.Two kinds of training methods,such as conference presentation and on-site guidance of forestry science and technology services,have a positive effect on farmers participation in economy relying on forest.The impact coefficients are 2.655 and 2.9871,respectively,which are significant at the statistical level of 5%;the forest area has a significant positive effect on farmers participation in economy relying on forest,with an impact coefficient of 0.719 8,which is significant at the statistical level of 1%;the main source of income from agricultural and forestry income has a positive impact on farmers economy relying on forest;water supply in forest areas has a significant moderating effect on farmers promotion of economy relying on forest for farmers whether they accept forestry science and technology services,conference presentations,and on-site guidance.The impact coefficients are 5.0173,-3.6703,-4.844 2,and they are significant at the statistical level of 1%.Conclusions and Discussions--Forestry science and technology services are an important factor in promoting farmers economy relying on forest.The higher the degree of supply-demand coincidence of forestry science and technology services is,the more easily the service mode is accepted by farmers,and the more farmers tend to engage in the actual behavior of economy relying on forest.Forest infrastructure plays a moderating role in the process of forestry science and technology services promoting farmers to engage in Economy relying on forest.Revelation:①forestry science and technology services must have strong pertinence and practicality.It can establish and improve the supply and demand feedback platform for forestry science and technology services,and provide scientific technical services for the development of forestry economy.②we should reflect on the ways and means of grassroots forestry science and technology services,and guide farmers to establish risk awareness and market awareness.③we should improve infrastructure services in forest areas,regulate forestry science and technology services,promote green production methods,and increase forest farmers production and income.
