摘要
土地整治工程涉及土地资源优化配置、产业结构尤其农业产业结构优化以及劳动和资本的配置安排。土地整治工作对我国经济供给侧改革具有重要作用。土地整治工程涉及土地、劳动、资本等三大基本生产要素的调整、优化与投入,对于供给侧结构调整的作用明显。土地综合整治项目应根据区域经济发展目标和供给侧改革重点,深入分析供给侧改革的差别化行业调控政策,实现农业结构优化调整与规模化经营、固定资产投资方向优化以及劳动力资源在供给侧领域的优化与调整。土地整治推进供给侧改革的重点举措包括:加强土地资源及区域经济调查与评价、科学开展土地综合整治规划设计与实施、开展土地整治推进供给侧改革效果评价工作。
The land reclamation project involves the optimal allocation of land resources,the optimization of industrial structure,especially the agricultural industry structure and the arrangement of labor and capital,which plays an important role in China's economic supply side reform.Land reclamation project involves the adjustment,optimization and investment of the three basic production factors,land,labor and capital,so it’s important for the supply side structural reform.The comprehensive land reclamation project should focus on the regional economic development goals and the supply side reform emphasis,and analyze in-depth the differentiated industry regulatory policies of the supply side reform,to achieve the optimal adjustment of agricultural structure and large-scale operation,optimize the investment direction of fixed assets and adjust the labor resources in the supply side.The key measures of land reclamation to promote the supply side reform include strengthening the survey and evaluation of land resources and regional economic,scientific design and implementation of land comprehensive reclamation planning,and evaluating the effect of land reclamation on the supply side reform.
