摘要
要改变城乡二元结构,实现全面建成小康社会目标,就必须推进城乡发展一体化。农民土地权益保障问题是让农民平等参与现代化进程、共同分享现代化成果的前提和基础。为此需要通过"看得见的手"来完善农民土地权益保障相关立法,健全土地政策并加以规范;用"看不见的手"来确立农民土地的价格进行补偿,强化农民自身法律意识依法保障自己的合法权利。
To change the urban-rural dualistic structure and to achieve the goal of building a well-off society in an all-round way,promoting the integrated urban-rural development is inevitable. The protection of farmers' land rights andinterests is the premise and foundation for farmers to participate in the process of integration on an equal basis and toshare with urban citizens the achievements of modernization. It is,therefore,necessary to use the'visible hand'to im-prove related legislation and standardize land policies and to use the'invisible hand'to price the land and compensatethe farmers and help farmers enhance their awareness of law and protect their own legal rights.
