摘要
失地农民问题是我国工业化和城镇化过程中必须逾越的障碍。当前解决这一问题的保障政策设计只能解决失地农民的生存而不能解决失地农民的发展,从而使失地农民问题解而不决。彻底解决失地农民问题必须实施蜕变政策,使失地农民成长为新型农民。蜕变政策不仅具有独特的效用,而且具有现实可行性。
The question of land-lost farmers is the obstacle must be overstepped during the process of industrialization and urbanization in China. Currently, the safeguard policy design for solving this question could only solve the land-lost farmer＇s survival, but could not propel their development, which made the problem of land-lost farmers unsolved. In order to thoroughly settle the problem of land-lost farmers, transformation policy should be implemented, and made the land-lost farmer grow into new peasant. The transformation policy not only had the special effectiveness, but had the realistic feasibility.
