摘要
长江是中国第一大河,水资源的合理开发利用关系到整个流域经济社会的可持续发展和良好生态的维护。南水北调工程的实施和三峡工程的蓄水运行,对长江流域水资源的调配提出了新的要求。本文提出了长江流域水资源合理配置方案的原则,针对区域特点,提出上中下游的水资源配置重点,并对流域水资源配置中的三峡工程的调度、南水北调工程、长江中下游沿岸取水管理等几个重点问题进行了讨论和分析。
The Yangtze River is the largest river in China and reasonable utilization and development of its water resources is related to sustainable development of economy and society in the whole basin and maintenance of sound ecosystem. The implementation of the South-to-North Water Transfer Project and the water storing and operation of the Three Georges' Project raise new requirements for distribution of water resources in the Basin. The paper sets about principle of rational distribution of whole water resources in the Basin and provides suggestions for key water distribution points in middle, upstream and downstream according to characteristics of the Basin discusses about key issues of regulation of the Three Georges' Project in water distribution, the South-to-North Water Transfer Project and water withdraw! in middle and downstream of the River.
