摘要
本文从地理水文学观点出发，对调水工程的生态平衡与环境影响问题进行了基础性的分析，论证了适宜调水规模和工程环境影响评价系统的内容。
From the view point of geographic hydrology, the basic analyses about ecological balance and environmental impact caused by water transfer project were made, and the reasonable amount of water transfer and the content of environmental impact evaluation system were demonstrated. On the bases above, the main counter measures are put forward.
