摘要
水资源的资源特性、流域特性、功能特性、服务特性决定了水资源必须进行统一管理。水资源统一管理的实质是为了在保障水资源可持续利用的基础上,实现水资源综合开发、优化配置、高效利用和有效保护的科学组合和最佳的经济、社会和生态效益,统筹安排好生活、生产、生态三者的用水,保障人口、资源、环境和经济的协调发展,为国民经济和社会发展的各项目标和任务提供支撑和保障。
Characteristics of water resources in terms of resources, river basin, function and service have determined that water resources have to be integratedly managed. The essence of integrated water resources management is, on the basis of supporting sustainable utilization of water resources, to realize scientific combination of comprehensive development, optimal distribution, efficient utilization and effective protection of water resources, achieve optimal economic, social and ecological efficiency, allocate water for life, production and ecology in an overall way, guarantee coordinated development of population, resources, environment and economy to provide support and guarantee for objectives and tasks of national economy and social development.
