摘要
以最新颁发的土地改革政策为指导 ,通过对土地流转机制的分析 ,阐述当前城市土地流转两级市场的构建思路 ,进而对城市土地市场有序运行的条件和制度安排提一些粗浅的认识。
Under the guidance of land system reform policy recently issued, based on the analysis of land transfer mechanism, the idea to build the two-class markets for urban land transfer at present is dealt with, and then the conditions and systems for orderly operation of urban land markets are discussed.
