摘要
环保自力救济有其存在的历史根源和现实基础，也是公民用来维护自己合法权益的重要而又不可或缺的私力救济手段。但由于私力救济非理性色彩较浓，因此，必须明确界定环保自力救济的行使条件，限制“私权利”的滥用。
Self-preservation in environmental protection has a history and realistic function of its own. It is also an important and in-dispensable 'private power' for the citizens to protect their own rights and interests. Due to its irrational nature, a clear definition has to be made to prevent the abuse of private rights.
