摘要
随着旅游活动的大力开展和旅游业的蓬勃发展 ,旅游区的环境容量日趋饱和甚至出现超载现象。本文借用科斯定理的外部性理论框架 ,分析了在纯粹市场调节之下 ,旅游区资源客观上存在着过度利用的现象 ,并对各种解决外部性效应的途径进行分析评价 ,从而提出解决旅游区资源过度利用问题的政策建议。文章共分为三部分 :第一部分指出旅游区资源存在过度利用的情况 ;第二部分在外部性理论框架下 ,分析旅游区资源过度利用的必然性 ;第三部分探讨治理外部性问题的几种途径选择 ,并结合旅游区资源的特点 ,提出具体的、具有可操作性的政策建议。
With the popularity of travelling and the development of tourism industry, the environmental capability of tourism region gradually becomes saturated and even overloaded. This paper, based on the frame of Exterior Theory by Corse, analyzes the phenomenon of overuse of resources in tourism regions under the circumstance of pure market regulation, then evaluates different ways to solve the problems brought by exterior effect, and in the end, offers some suggestions for the solution of such problems. The essay is divided into three parts. Part One points out that there exists the overuse of resources in tourism regions. Part Two analyzes its inevitability under the frame of Corse Theory. Part Three inquires into some ways to solve the problems brought by exterior effect, and according to the characteristics of resources in tourism regions, puts forward some specific and operable suggestions.
