摘要
The author argued that,according to the practice of the Industrialized Countries,the need to establish a socialist market economy system and the necessity to embody social justice,the old age security system for farmers will be integrated with urban employees in the future.At the present,however,it is certainly an impossibility to introduce a social security system for the old with social insurance as core in the rural areas throughout the country.China should put more stresses on absorbing the surplus agricultural labors and accordingly broadening the coverage of the urban social security system, reforming the rural economic regime to raise the collectives’ strength and the farmers’standards of income,and gradually changing the traditional strategy to develop industry with agricultural accumulation as one of the main fund sources,which are the preconditions to change the old rural old age security system into a new one.As for the living security problems with which the old farmers have been facing,the country should adopt some practical social policies to deal with.
