摘要
农村社会安全和弱势群体社会保护长期依赖于传统的家庭、农村社区和少量制度安排。但在转型期中国社会变迁背景下,农村传统保障已陷入困境,农村社会保障制度体系的缺失带来的影响已严重影响农村社会发展和安全,社会应高度重视农村“社会安全”问题,在新农村建设进程中逐步形成以基本社会保障制度体系为核心的农村社会安全网,是和谐社会发展的必然选择。
The safety of rural society and the social protection of the vulnerable groups have been depending on traditional families, rural communities and some relative rules. However, on the stage of social reformation in China, the traditional rural security is hogged down. The absence of rural social security system has seriously affected the development and security of rural society. Our society should pay more attention to the rural ＂social security＂ problem. Therefore, it is necessary to construct the safety net of rural soeiety based on the basic social security system in the process of ＂new countryside building＂ for the development of a harmonious society.
