接受法定许可,是数据库为适应网络信息储存、传播及利用的新技术条件的需要,也是满足数字时代权利分配与利益平衡的需要。
Data-base accepts legal permission. It抯 data-base抯 need for adapting to the new conditions of the storage, spread and use of the network information. It抯 also necessary to satisfy the need of right distribution and interest balance in data era.
