摘要
从防洪应急预案的目的和意义入手,简述了山西省阳泉市城市防洪预案编制的背景和历程,从平衡性、完整性、系统性、科学性等方面对预案中的组织指挥体系、预防预警体系、应急响应体系和社会保障体系等内容进行了解析,根据目前市、区、街道、社区4级预案在编制和完善过程中存在的不足之处,提出了完善行业预案、建立暴雨洪水预报系统、加大培训和演练力度等对策措施。
Initiated with the purpose and significance of flood emergency plan, the background and the preparation of flood control plan for Yangquan city are briefly introduced in this paper. Following the introduction, the organizational command system, prevention and warning system, emergency response system and social security system in the plan are analyzed from the aspects of balance, integrity, systematisms and scientiflcity. This paper expounds the deficiencies of the plan at four levels of municipal, district, street and community. The suggestions are put forward include enhancing flood emergency plan, developing storm flood early warning system, and increasing training.
