摘要
海外铁路项目正积极推行"建营一体化",而缺乏运营经验的工程建设单位逐渐以运营主体的身份登台亮相,这是它们面临的共同难题。文章分析了工程建设单位推行"建营一体化"的原因和面临的困难,提出了从项目全生命周期管理,加强铁路运营持续性认识,组建团队专注运营能力建设,转变运营项目考核方式和摈弃照搬国内铁路规章制度思想这五个方面进行"建营一体化"的思想转变,促进工程承包企业项目承揽和转型升级。
Traditional constructor is still in learning in rail operation but ＂integration of building and operating＂ for oversea railway project is pushing forward. Basing on the analysis on the motivation and challenges of constructors in pursuing ＂integration of building and operating＂ on railway project, ideological transformation in five aspects are raised to contribute project contracting and business upgrading for traditional project constructors which are life cycle management, deepening the understanding of operation continuity, setting up team to focus on building operational capacity, changing operational project assessment methods and rejecting the idea of directly copying Chinese rules and regulations.
