摘要
三峡枢纽自运行以来,三峡船闸过闸货运量快速增长,迅速超过船闸通过能力,不仅抑制了潜在过闸运输需求的释放,也增加了过闸船舶等待时间,无形之中增加了社会物流成本,日益成为长江上游水路货运市场发展的瓶颈。本文对三峡枢纽过闸运输发展特点和欧美等发达国家内河航运发展经验进行了归纳、总结,并结合腹地经济发展阶段与运量发展速度的关系以及新时代产业发展特点,分析预测三峡枢纽过闸运输需求,研判三峡新通道建设的必要性和迫切性。
Since operation of the Three Gorges Project（TGP）, the cargo volume passing through the Three Gorges shipocks has increased rapidly exceeding the capacity of the shiplocks, which has not only restrained the release of potential transportation, but also increased the waiting time of the ships, resulting in invisible increasee of social logistical costs and becoming increasingly a bottleneck in the market development of the waterway cargo transportation in the upper reaches of the Yangtze River. paper summarizes the development characteristics of TGP＇s cargo transportation passing through the shiplocks and the development experience of inland navigation in developed countries in Europe and America, analyzes and predicts the cargo demand passing throught TGP＇ s shiplocks and anticipates the necessity and urgency of developing new passages for the Three Gorges Project in combination with the economic development stages of the hinterland and the development speed of cargo volume as well as the characteristics of the new era industrial development.
