摘要
本文选取2012—2015年中关村高新企业微观数据,在初步分析政府采购政策与企业创新活动之间相关关系的基础上,进一步使用"倾向指数匹配法",从潜在创新企业和在位创新企业两个视角,分析政府采购政策对高新企业创新活动的影响。研究表明:政府采购政策与高新企业创新活动之间存在明显的正相关关系,政府采购政策可以提高潜在创新企业开展创新活动的可能性,但是对在位创新企业的创新活动无显著影响。本文的结论对于不同时间的企业样本以及不同年龄或规模的企业样本是稳健的。
Based on 2012—2015 micro data of Zhongguancun high-tech enterprises,this paper analyses the correlation between government procurement policies and enterprises＇ innovative activities and then uses propensity score matching（ PSM） method to test the influence of government procurement policies on the enterprises＇ innovative input and output. The result is that government procurement policies have a positive influence on the probability of innovating of high-tech enterprises which have not innovative input or output but are willing to invest fund or make new product. However,the influence is not significant when the policy targets are the high-tech enterprises which have had innovative input or output. This conclusion is robust to the sample covering different time periods,or with different firm ages and sizes.
