摘要
改革开放四十年来,我国交通基础设施建设取得了巨大成就,已经成为交通大国。党的十九大提出建设交通强国的目标,交通强国不仅要以设施建设与技术装备发展为标志,更要以服务能力建设为标志。因此,在交通运输业的规划、建设与运营管理中,应充分重视服务能力建设。准时性、换乘便捷性与快速性是公共交通服务能力建设中影响公交产品质量的三大要素。高效的公共交通是支撑区域一体化发展战略的重要前提,优质的"公交服务网络"建设需要更新理念。目前从城市群发展战略的推进来看,城际铁路运营中还存在不少值得研究的问题,如功能定位问题、市场与产品设计问题、各种方式一体化运行问题、价格与运营补贴问题等。城市群区域公共交通服务能力建设是城市群同城化发展及区域一体化的基础;应尽快开展跨行政区域公交补贴机制研究,为公交可持续运行提供支撑;改善公交换乘枢纽的建设与管理,提高公交运行的整体效率。
During the past four decades after reform and opening up, China has turned into a major power in transportation due to its great progress in infrastructure construction. The 19th CPC National Congress advances a goal of building China into a country with strong transportation net work, which is not only marked by the infrastructure construction and technical equipment develop ment, but also the transport service capability. This paper aims to study the problems in building transport service capability in transport planning, construction and management. It points out that punctuality, conveniency at interchanges and rapidity are three essential factors for public transport quality. An efficient public transport system is an important prerequisite for the development strategy of regional integration, and a quality public transportation service network calls for the renewal of ide as. Judging from the recent development of intercity railways in China, there are still many problems in operations that are worth studying, such as functional orientation of intercity railways, marketing and product design, integrated operation of various transport modes, and pricing with operational subsidies.The paper comes to the following conclusion：integrated development of urban agglomeration are based on the public transport service capability;researches on urgent issues such as building subsi dy mechanism among cities should be carried out soon to provide support for the sustainable operation of public transport;and the construction of multi modal terminals and information system for multiple modes and companies is essential to improve the overall efficiency of public transportation.
