摘要
道路运输是国民经济的基础性、先导性产业,为促进道路运输及社会经济的发展,对道路运输发展理论框架进行了研究。在分析道路运输发展内涵及特征的基础上,基于道路运输产业特性建立了"环境-平台-系统"道路运输发展理论框架体系,并从宏观、中观和微观三个层次对道路运输发展理论框架的内容及其功能设计进行了分析。分析表明:该理论框架体现了道路运输与社会经济的作用机理,综合考虑了道路运输在综合运输体系的地位作用。在道路运输系统内部功能设计上,不仅关注发展的总体水平,还可自上而下由果索因识别影响发展的问题因素,为道路运输产业发展提供决策支持。
The Road transport is the fundamental and pioneering industry of the national economy. In order to promote the development of road transport and socio-economic, the theoretical framework for road transport is studied. On the basis of the content of road transport development, the ＂ Environment-Platform-System＂ road transport development theory framework is established based on the characteristics of the road transport industry. The theoretical framework content and function are analyzed from the macro, me so and micro. Studies show that the mechanism between road transport and the social economy are reflected, and road transport is taken into account in an integrated transport system. The road transport system, not only concerned about the overall level of development, but also identified issues factors, to provide decision support for the industry.
