摘要
针对水运工程项目造价管理绩效问题,构建了造价管理绩效成熟度二维模型。根据全寿命周期理论,建立了第一维度(造价管理绩效评价指标体系):投资决策阶段、初步设计阶段、施工图设计阶段,招投标阶段、施工阶段、运营维护阶段。同时,构建了第二维度(成熟度等级):无序级、简单级、规范级、改善级和精益级,并对其特征进行定义。
Related to the engineering cost management problem in port and waterway project, a 2-dimension cost management achievement maturity model is built. Based on full life-cycle theory, the first dimension is built（cost management achievement evaluation system）： investment decision phase, bidding phase, preliminary design phase, construction documents design phase, construction phase,operation and maintenance phase. At the same time, the second dimension is built（cost management achievement maturity development model）： disorder level, simple level, standard level, improvement level, lean level, and the characteristics of them are redefined.
