摘要
分析了中国实行能源消费总量控制制度的必要性,总结了能源消费总量控制制度的法律特征,探讨了中国能源消费总量控制制度实施中存在的问题及完善建议。
This paper analyzed the necessity of implementing the control system of total energy consumption in China, summarized the legal characteristics of the total energy consumption control system and discussed the problems and suggestions for improving the system in China.
