摘要
互联网的飞速发展过程中网络谣言也随之恣起,政府加强了互联网领域的治理,但其治谣也存在诸多问题。网络社团作为虚拟空间的新事物,它在网络辟谣方面具有速度快、专业性强、更为全面、科学理性和持久有效等优势,可成为社会治理中的新生力量。以重要性和紧急性对网络谣言进行分类,政府和网络社团可形成"邀请合作"模式、"项目协作"模式、"委托代理"模式、"职能转移"模式四种合作模式,从而发挥二者各自辟谣优势。在社会治理创新的当下,政府应转变传统的社会管理思维,以政府职能转变为关键,规范和引导网络社团发展,完善与其合作机制,最终通过政府与网络社团的良性互动有效治理网络谣言。
The rapid development of the Internet makes the rumors of network rise, even though the government governs the Internet field strictly, there are still many problems in the process of government rumor. Network community as a new thing of virtual space, has the advantages of faster and more professional, comprehensive, scientific, lasting and effective in the governance of network rumor, which can become a new force in social governance. Through the classification of the importance and urgency of the network rumors, the government and the network community can form four modes of cooperation such as ＂invitation cooperation＂, ＂project cooperation＂, ＂principal-agent model＂ and ＂function transfer＂, to exert their advantages of governing network rumors effectively. At the times of social governance innovation, the government should actively change the management thinking, promote the transformation of functions, regulate and guide the development of network community and improve the cooperation mechanism with the network community so as to effectively govern the network rumors by positive interaction of ~overnment and social organizations.
