摘要
改革开放以来,我国盐业管理体制改革经历了改革探索期、改革尝试期和改革实施期。在改革探索期,以行政管理体制改革为主,以经济管理体制改革为辅;在改革尝试期,形成了工业盐市场放开、以食盐专营为核心的盐业管理体制;在改革实施期,政企分开工作积极推进,建立了工业盐流向监管制度和紧急突发情况下食盐市场稳定供应的政策,盐业市场竞争格局基本形成。未来深化我国盐业管理体制改革,要把确保食盐供应安全放在首位,积极推进盐业供给侧结构性改革,促进盐业企业优化重组形成盐业集团企业,将食盐纳入食品经营而脱离专营管理,逐渐由消费者自主选择食盐补碘。
Since reform and Opening up, the improvement of management system of salt industry in China has experienced the period of exploration, attemptation and implementation. In the period of exploration, it is mainly based on the reform of administrative system, and it is supplemented by the reform of economic management system. During the period of attemptation, the salt industry management system is releasing the industrial salt market and taking the salt monopoly as the core. In the period of implementation, the separation of government and enterprises has been actively promoted. The policy of supervising industrial-salt-flow and stabling supply of edible salt market under emergent and unexpected circumstances, and the competition pattern of salt market has basically formed. In the future, deepening the reform of salt industry system in China, we should ensure salt supply safety in the first place, and actively promote the supply-side structural reforms of salt, promote the optimization and reorganization of enterprises and form salt group enterprises, bring salt into business management and out of salt monopoly management, then gradually choose salt iodization by consumers.
