摘要
农业保险具有防灾减贫、产业增收脱贫和发展农业经济脱贫的三大精准扶贫效应。美国的农业保险保障体系、法国的互助农业保险组织形式、加拿大的农业远期成长政策架构、日本的三级农险组织体系以及菲律宾的农业贷款保险基金等较为成熟,发挥了重要的扶贫作用。因此,通过重点考察这些国家在相关立法、财政支持、农险实施方式和再保险等方面的相关政策,充分汲取其精准扶贫的成功经验,将为我国农业保险制度发展摆脱扶贫困境,提高扶贫效果提供重要参考和启示。
Disaster prevention and poverty reduction, industrial income increase and poverty alleviation and development of agricultural economy are three targeted poverty alleviation effect of agricultural insurance. Developed agricultural insurance guarantee system of USA, mutual agricultural insurance organization form of France, long term growth policy framework of Canada,three- level agricultural insurance＇s organization system of Japan and agricul- tural loan insurance fund of Philippines are quite mature which have played an important role in poverty alleviation. Therefore, it will give some important reference and inspiration for the development of our agricultural insurance sys- tem to get rid of the dilemma of poverty alleviation by focusing on these countries＇ related policies on legislation ,fi- nancial support, mode of agricultural insurance implementation and reinsurance and so on.
