摘要
科研设施建设是提高综合国力不可或缺的重要条件之一,其中的农业科研设施是支撑农业科技创新、培养高层次人才队伍的重要物质基础。在农业科研设施建设中引入PPP模式,在深入分析两者的契合点和风险点基础上,针对操作模式选择、项目载体设计、地方合作主体选择、合作伙伴选择和融资模式选择等提出相应的建议和措施。最后,从投资方向、政策支持和技术支持等方面对农业科研设施的PPP模式进行探讨和展望。
The construction of scientific research facilities is one of the most important conditions for improving the comprehensive national strength, in which the agricultural scientific research facilities are the important material bases for supporting the innovation of agricultural science and technology and training high-level personnel. This paper introduced the PPP mode in the construction of agricultural scientific research facilities, based on in-depth analysis of the agreement points, proposed corresponding suggestions and measures for the selection of operation modes, design of project carriers, selection of local cooperation partners, choice of partners and selection of financing modes. Finally, the authors discussed and looked forward to the PPP mode of agricultural scientific research facilities from the direction of investment, policy support and technical support.
