摘要
研究民办高校党委书记的群体特征和产生渠道,对加强民办高校党组织的领导和完善民办高校内部治理结构具有重大意义。对293所民办高校的调查显示,党委书记整体年龄偏大,男女比例相对合理,学历有待提升。党委书记的职业轨迹呈现多样化特征,权力在逐步扩大。党委书记的主要产生渠道为党委教育工作部门选派或学校选举产生。今后应建立民办高校党委书记的任职资格准入制度,完善党委书记的选聘制度,对角色进行准确定位,正确处理其与举办者和校长的关系,使其更好地发挥领导者、参与者、监督者和协调者的作用,为学校的安全稳定和规范发展保驾护航。
It is of great significance to study group features and election channels of Party secretaries in private colleges and universities for strengthening the leadership of the Communist Party organization and improving the internal governance structure. The survey of 293 private colleges and universities shows that Party secretaries as a whole are characterized by elder age, relatively reasonable proportion of women, and level of education to be improved. Their career tracks are diversified and their powers are gradually expanding. The methods of their election are the designation of the education department of Party committee or university election. In the future, it is imperative to establish the qualification system for Party secretaries, improve the selection and hiring system, accurately position the role, and properly manage the relationships among the Party secretary, the founder and the president, so as to bring into full play the role of Party secretary as leader, participant, supervisor and coordinator and ensure the stable and sound development of private colleges and universities.
