摘要
对城市基础设施PPP项目的风险分担原则进行总结,依此构建城市基础设施PPP项目风险分担流程,将项目风险分为政府部门承担的风险、私营部门承担的风险以及共担风险。基于法经济学风险分担理论构建模型,求出共担风险的Pareto最优比例。以沈阳市某生活垃圾焚烧发电厂新建工程项目为例论证模型的可行性,旨在为项目风险分担理论提供借鉴。
The risk allocation principles are summarized for the PPP projects of urban infrastructure. The risk allocation process is constructed for the PPP projects of urban infrastructure accordingly. The risks of projects are divided into the risks undertaken by the government departments,the risks undertaken by the private sector and the risks undertaken by both parties. Pareto optimal proportion of shared risk is calculated by model based on the risk allocation theory of law and economics. A new construction project of a municipal solid waste incineration power plant in Shenyang is taken as an example to demonstrate the feasibility of the model,so as to provide reference for the theory of project risk allocation.
