摘要
网络治理并非简单意义上的技术推广和管制,而是多维度的概念。基于中国社会,网络承载了信息技术革命的成果,在社会各领域的实践中深入推进,政府在技术层面也进行了网络的回应与整合。网络治理的场景在于信息技术带来的虚拟与现实、国际与国内场景的交织。在治理实践中,网络治理基于民众的意见表达、政府的政策文本形成了一整套的话语规范,故而网络治理的内涵可以从技术、场景和话语等三个维度诠释。网络治理的发展方向也应围绕这三个维度展开,从完善信息技术与网络制度规范、确立合作共治的治理格局、构建公平正义的话语体系入手,实现良善治理。
Cyber governance is not the definition confined to just technology practice and control,rather,it is dimensions of diversity. In China,network has undertaken products of Information Revolution,which is put forward in practice and gets response by government. Cyber governance is based on the scene in which reality and virtual world is mixed. It is also the same for international and internal atmosphere. In governance practice,a whole set of discourse norms has been constructed based on people＇s expression and files of policies in cyber governance. Therefore,essence of cyber governance can be explained in technology,scene and discourse. Based on the logic,path of cyber governance can be found in the dimensions to realize good governance,which is to develop information technology and cyber rule,construct the formation of cooperative governance and establish the discourse of fairness and justice.
