摘要
已有研究认为,通过政治关联获取廉价政府资源加剧了企业粗放型发展方式,从而抑制研发创新活动。本文以"十二五"期间工业企业为总体研究样本则发现,尽管非重污染行业的政治关联对研发资源配置起到抑制作用,但重污染行业的政治关联却提高了企业的研发资源配置。进一步针对重污染行业的研究发现,环境规制强度越大,政治关联对研发资源的配置越高;政治关联同时促进了研发效果的提升。上述重污染与非重污染行业的政治关联对研发创新活动的不同影响效应,反映出"十二五"期间严格的环境规制,改变了重污染行业内政治关联企业的原有粗放型发展方式,推动其利用政府资源进行研发创新,以维护政企关系和构建双赢的创新竞争优势。最后,本文还发现相对于国有企业,非国有企业的政治关联对促进研发资源配置的效应尤为显著,表明具有政治关联的非国有企业,更有动机利用政府倡导的研发创新方式来维护政企关系。
It is argued that political connections can exacerbate the extensive development with the cheap government resource, which will inhibits R&D innovation. Although it is founded that political connections will refrain R&D innovation in Non-heavy polluting industries at the 12th Five-year period, heavily polluting industries are just the opposite. Further research on the heavily polluting industry found that the greater the intensity of environmental regulation, the higher the allocation of R&D resources driven by political connections. Additionally, political connections also promote the effect of R&D innovation. The different effects of the political connections on R&D innovation between heavily polluting industries and Non-heavy polluting industries reflect that strict environmental regulation changes the original extensive development which are driven by political connections during the 12th Five-Year Plan period. Political connections also promote the R&D innovation by use of government resource that will help enterprises to maintain government-enterprises relation and build a win - win innovation and competitive advantages. Finally, the paper also finds that the political connections in Non-state-owned enterprises is particularly effective in promoting the allocation of R&D resource, which indicates that Non-state-owned enterprises with political connections are more motivated to use R&D innovation to maintain government-enterprises relation.
