摘要
指出了环境风险管理是环境管理的最高阶段,特点是强调风险防范、事先评估和预防决策,而环境风险评估是环境风险管理的关键技术和基础。构建了环境风险源强度、环境风险受体脆弱性和环境风险管理能力等3个环节的环境风险表征方法,基于层次分析法和专家打分法、单元风险识别与空间叠加表征等方法进行了定量分析,并通过构建环境风险评估指标体系与区域环境风险等级划分方法,对区域环境风险进行了定性评估。以常州市钟楼区为研究对象,开展了区域环境风险评估,并就其区域环境风险管理提出了相关措施与建议。
Environmentalrisk management is the highest stage of environmental management, which is characterized by emphasis on risk prevention, pre--assessment and preventive decision making. The environmental risk assessment is the key technology and foundation of environmental risk management. This paper established a risk characteriza- tion method for three risk managementprocesses concerning intensity of environmental risk sources, vulnerability of environmental risk receptorand environmental risk management ability, based on analytic hierarchy process (AHP), expert scoring method, unit risk identification and spatial superposition representation. Through the construction of environmental risk assessment index system and regional environmental risk grade division method, this paper also carried out the qualitative assessment of regional environmental risk. Then, Zhonglou District of Changzhou City is taken as the study target for demonstration of environmental risk assessment. Some relevant measures and suggestions were put forward on theregional environmental risk management.
