摘要
转型加速期,传统、现代、后现代各种错综复杂影响因素的交织,工业化、城市化、现代化、信息化、全球化进程的共同作用,使中国正在跨入一个复合型环境风险频发的环境高风险时代,突出表现在历时态环境风险共时性存在、结构性环境风险过程化表现、累积性环境风险突然性爆发,以及并发性环境风险高频度涌现。立足中国环境风险社会来临的基本国情,加快树立和实施"复合型"环境治理的理念与战略,构建环境风险的全过程防控机制,完善环境风险治理的制度体系,以不断提升"复合型"环境治理的能力与效率,是有效应对中国环境风险的关键策略和对策选择。
Due to the complicated influence of traditional,modern and post-modern factors,and the joint action of industrialization,urbanization,modernization,information technology,and globalization,China is facing multi-compound environmental risks during the accelerating period of transformation.These risks obviously show the social characteristics such as symbiotic across the time and space,man-made,no responsibility subjectivity,uncertainty,and social problems associated.Based on the current national environment conditions,to establish and implement the new idea and strategy of environmental complex governance,to build and improve the prevention and control mechanisms and institutional system through the whole risk process,which should help to enhance the capacity and efficiency of the complex governance as well,are the key strategies and countermeasures to govern the environmental risks effectively.
