摘要
为了全面了解农村公共文化服务政策的发展历程,促进当代中国农村公共文化服务体系建设。本研究对1979—2015年间中国农村公共文化政策的制定与实施情况进行了全面梳理。研究表明,农村公共文化服务政策颁布和实施大致经历了"肇始"、"探索"、"深化"3个阶段,政策的雏形在肇始阶段逐渐形成、轮廓在探索阶段逐渐显现、较为系统的体系在深化阶段基本形成。深入分析农村公共文化服务政策实施背景、实施情况、实施特点及其影响,对于完善农村公共文化政策体系、促进农村公共文化服务体系建设有着重要意义。
To fully understand the development history of rural public culture service policy and promote itssystem construction in China, the paper reviewed the decision making and implementation of rural publicculture service in China from 1979 to 2015. The results indicated that： the promulgation and implementation ofrural public culture service policy had experienced 3 stages as beginning, exploration and deepening; therudiment of policy came into being in the stage of beginning and the outline gradually appeared in theexploration stage, and in the deepening stage, the policy system formed basically. The detailed analysis of ruralpublic culture service policy from the perspective of implementation background, status, characteristics andinfluences is of significance to the construction and development of rural public culture policy system.
