摘要
文章分析了我国有毒有害化学物质实施排污许可制度的主要难点和存在的问题,总结了国际上排污许可制度在法规制度保障、许可范围、排放要求、过程监管等方面的进展和经验,进而提出了应通过完善法制建设、制定排放清单、完善排放标准、搭建制度衔接平台、强化技术支撑能力等措施加强我国有毒有害化学物质实施排污许可管理的建议。
In this paper,the main difficulties and problems in the domestic existing implementation system of the permit system for toxic and harmful substances discharge are analyzed.The progress and experiences of the international practices in enforcement of the discharge permit system from the aspects of legal guarantee,permit range,discharge requirements and process monitoring management are summarized.Finally,suggestions are put forwards including enhancing legislation construction,developing emission lists,improving emission standards,building up platforms for integration of regulations,strengthening technical supporting capabilities,etc..
